The Hawai‘i Restaurant Card (HRC) is funded by the State of Hawai‘i as part of its Economic Relief Program. In its initial launch in mid-October, the HRC was distributed to more than 116,000 individuals eligible under the regular Unemployment Insurance program. It is also being distributed to more than 32,000 eligible Pandemic Unemployment Assistance (PUA) claimants before Thanksgiving. The HRC Program aims to stimulate the local economy by driving business to dine-in and take-out restaurants, fast food establishments, bakeries and for food catering.

From November 13 to December 10, 2020, the HRC – Business Holiday Card is being made available to businesses/entities that wish to purchase the Card for employees, clients and partners during the holiday season. The economic benefits of the Program extends throughout the entire local food supply chain, including farmers, ranchers, fishermen, produce suppliers, purveyors, supply companies and many others. The HRC Program is a public-private partnership between the State of Hawai‘i Department of Business, Economic Development and Tourism (DBEDT), Chamber of Commerce Hawai‘i (The Chamber), the Hawai‘i Restaurant Association and the Hawai‘i Agricultural Foundation.
