Chamber of Commerce Hawaii advocates at all levels of government to improve Hawaii’s business climate and build a more competitive economy. Our initiatives aim to advance new industries and sectors, protect employers from rising business costs and create an environment to attract new business, promote healthy competition and stimulate business growth.

Established by Chamber of Commerce Hawaii in 1997 as the Government Affairs Council (GAC), its purpose was to effectively assist its members in pursuing policy objectives that support Hawaii’s business climate and the Chamber’s members.
In 2014, the functions of GAC became the Business Advocacy Department (BAD). For over 20 years, BAD was a leader in legislative and advocacy efforts at all levels of government on behalf of Chamber members and the business community in Hawaii.
In 2023, the advocacy challenges identified by BAD initiated the 2030 Blueprint and transformed the Department into the Economic Development, Government & Community Relations (EDGCR).
