With visionary leadership addressing pressing economic challenges, the Blueprint ensures that kamaaina across our islands can not only survive but thrive, paving the way for a vibrant and prosperous future for all.
Data-informed Action Plan
The 2030 Blueprint For Hawaii is built on a foundation of past efforts and reports, including the 2023 Comprehensive Economic Development Strategy (CEDS), which outlined a vision for Hawaii’s economic future: “Our unique island state innovates and diversifies to ensure shared economic prosperity and navigate toward an equitable, resilient, and sustainable future.” This blueprint aligns with the six CEDS goals: strengthening economic industry clusters, cultivating emerging sectors, developing workforce and human capital, supporting a robust business climate, and building a resilient economy.

Vision & Goals
To enhance overall economic competitiveness, the 2030 Blueprint recommends reducing the state tax burden, promoting regulatory reforms to improve business friendliness, and expanding the housing supply. Workforce development is also a priority, with initiatives aimed at reducing the outmigration of young residents, expanding STEM education, and increasing apprenticeship opportunities in critical fields like technology and healthcare.
Diversification is essential for Hawaii’s economic resilience. The blueprint focuses on growing the tech sector, supporting key industries such as tourism, defense, agriculture, and water transport, and fostering a strong entrepreneurial ecosystem. By aligning with the CEDS goals, these actions aim to build greater local wealth and create a more diversified and resilient economy.
To ensure these strategies are implemented effectively, the blueprint advocates for a Collective Impact Model to foster collaboration among public, private, and civic organizations. A dashboard or scorecard will monitor progress, and annual events will be held to review and refine the plan, ensuring it remains aligned with Hawaii’s long-term economic vision.

Establishing Subject Matter Councils, a Steering Committee, and a Leadership Council will involve a wide range of stakeholders.

21st Century Agriculture
Support agricultural research and innovation in education, promote hands-on career paths, and back accelerator programs for value-added food manufacturers.

Enhance maritime trades for shipbuilding and repairs, expand programs into community colleges and high schools, and partner with local and state agencies to expand harbor and marina facilities.
